This paper investigates the controllability and observability of singular systems. The existing necessary and sufficient conditions for a singular system to be controllable are either related to the Kronecker standard factorization of normal matrices or based on a suitable choice of a parameter value which is difficult to determine. The paper gives a simple necessary and sufficient condition for a singular system to be controllable, that is, a matrix which is a Kronecker product of matrices of the system is of full column rank. A similar necessary and sufficient condition for a singular system to be observable is also presented.
