Summary: This paper aims to develop a program which cultivates statistical ability for elementary students. For this purpose, I examined the relationship between mathematical thinking and statistical thinking. I developed statistical programs including classification, discussion of data, generating statistical problem and project program. As result, this study suggests implications for further elementary statistical education.
