This is the second paper in a sequence of three [ibid. 25, 259-301 (1984; see the preceding review)], and studies theories which have models in all RE-categories: RE-theories. The existence of the initial model of any RE- theory is proved. For distributive RE-theories the initial model can be more explicitly obtained using the category of relations in the category whose objects are finite sets and whose arrows $m\to n$ are subsets of $m\cap n$.
