Summary: By means of a mathematical apparatus it is possible to describe and with application of computer model to feign behaviour of people in redistribution systems. Proceeding from the aforesaid, it is possible to put and solve following problems: 1. To what type of balance system converge if two participants (player) unite for restriction of the third? 2. Whether there is such strategy which brings to each participant (player) the best result (more encouragement), than that which could reach within the limits of a discrimination coalition? 3. Whether it is possible to define (to calculate as, for example, there is a syndrome of the leader in public systems? The general problem overcoming frameworks mathematical interpretation, the following is: How it is far possible to reach in the course of "decoding" of a public reality by gradual expansion of elementary model?
