<ab>For the purpose of economically determining the number of circuit groups in telephone networks, a mathematical model problem is described which allows for the use of digital switching and transmission systems. In addition, the grade of service defined by the values of the end-to-end blockings is calculated. Since it is impossible to determine methods for finding exact solutions to the complex traffic-theory problems to be discussed in this context, a precise description is given of the approach made here. Moreover, the method of "replacing arbitrary (overflow) traffic by Poisson traffic" is defined which unifies the relations and formulas to be used. Numerical approaches for solving the mathematical model problem are discussed in another paper of the author [Tech. Bericht des Forsch.-Inst. der DBP, Nr. 032TB17 (1984)].</ab>
