By choosing appropriate Lyapunov functions, and using the transform of Leibniz-Newton formulas as well as the free matrices, a new delay-dependent stability criterion is presented by Linear Matrix Inequalities (LMIs) which can be easily solved by the LMI toolbox in {\tt Matlab}. A numerical example is given to illustrate the effectiveness of the developed techniques. rv:
