Based on the operators of a dual concept lattice , a $\cap $-congruence on the power set of objects is defined, and $\cap $-dependence space is then obtained. By the $\cap $-congruence, dual concept granules and an inner operator decided by any subset of attributes are introduced. It is proved that each open element of the inner operator is just the minimal element in an dual concept granule.
