The paper deals with an optimization problem of bounded set covering by a system of bounded sets. Structures of inequalities are suggested to be used for their formalization. Solutions of the bounded set covering problem in which the function has to achieve its extremum are considered. The proposed scheme of formalizing the covering condition allows to describe an admissible covering region of the optimization problem.
