In this paper we consider joint subcarrier and power allocation of the downlink communication of multi-cell OFDMA system. The allocation problem is formulated with the goal of minimizing the transmitted power subject to individual rate constraint of the users. We propose a suboptimal distributed algorithm which consists of two stages. In the first stage each cell ignore the inter-cell interference and perform single-cell resource allocation. In the second stage the cells iteratively exchange the allocation result and update resource allocation until users’ rate requirements are met. The proposed algorithm is evaluated with computer simulations and compared with existing centralized algorithm. It is shown that the proposed algorithm obtain satisfactory tradeoff between quality of solution and complexity. rv:
