Very weak constraints are placed on the latter, so that it generalizes both the notion of a probability distribution and the quite different notion of `epistemic entrenchment' that has been used by G\"ardenfors and Makinson in one formulation of the so-called AGM account of belief change. Beliefs are taken to be generated from a finite base by a consequence operation, and a belief state is defined to be a pair whose first element is, roughly speaking, the set of all beliefs of more than a certain threshold credibility, and the second element is the set of those not less than another (lower) threshold. At the very end of the paper, the author sketches several scenarios (or, a single scenario with multiple choices) for defining belief revision using these ingredients.
