The GICS ES must include an extensive data base, an on-line recommendation system providing optimization of the response to an emergency situation (ES), and a multi-level complex analysis of various breakdowns of technological systems and showing the possible scenarios of ES and breakdowns. While the breakdown simulation can be a~particular problem of a specific technological system, the ES modeling is an inter-industry problem which is to be solved taking into account the general regulations of the software development in each industry. The application software VMAES presented in the paper offers a~complete set of facilities for studying the transition problems in power grids. The well-developed program interface facilitates the settings of the solution of the problem.
