The authors investigate totally interpolating biorthogonal multiwavelet systems. In particular, they provide necessary and sufficient conditions for an interpolating multiscaling function and also for a compactly supported totally interpolating biorthogonal multiwavelet system to have a given approximation order. These conditions involve only the coefficients in the associated refinement equation. In addition, all totally interpolating $L^2$-stable multiwavelet systems of approximation order 2 or 3 of minimal total length and whose scaling vectors also have minimal lengths are investigated.
