Summary: The deregulation in public transit has been advanced by the European Union in the last years. Limitations emerge from the obligation under public law of (local) municipalities to guarantee a basic mobility for all population strata and from the utilization of public transit as an instrument of regional structure development. Within the existing organizational structures of public transit, the conflict between the introduction of market structures and the perception of legal tasks cannot be solved. Therefore, basic changes are necessary that enable the creation of market structures with the help of bidding processes, the development of necessary new concepts for the (operational) planning processes, as well as the design of an efficient information management. A possible solution concept is introduced based on a vertical separation of organizational structures, subdividing centralized tasks (fulfilled by transit providers) and decentralized tasks (carried out by operating companies). The interconnected effects of the bidding processes are shown, as well as the influences on the design of software tools for planning and operational control.
