A low complexity macroblock (MB) layer rate control scheme for H.264 encoder is presented in this paper. Based on the analysis of the relationship among the quantization parameter (QP), mean absolute distortion (MAD) and the coded bits, a weighted-window model is proposed. A weighted-window based QP decision and MAD prediction model is proposed to reduce the computational complexity of MB-layer rate control. A new rate control scheme based on these models is presented in detail.
