We illustrated our approaches using speeds and safety levels under partially specified environments where each environment is a complex aggregation of road condition, atmosphere condition, density and speed of traffic and perhaps other factors. We defined a concept of safety level or risk level, and determined the safety level of a new environment represented as a fuzzy subset of the set of known environments. To obtain a standard range of appropriate speeds for new environments with a set of similar known environments, we defined speeds as type-2 fuzzy intervals and performed a defuzzification. We then generalized the set of environments by assuming that the known environments in the set are dissimilar where each environment has a set of reasonable speeds with belief intervals. In this case the safety level of a new environment can be defined by applying $α$-cuts. We also extended our results to the case where each known environment in the set has fuzzy level of safety. Furthermore, using a modified mass composition operator, we formulated the uncertainty surrounding intervals in the speed space for a direct association between safety levels and appropriate speed intervals. rv:
